Employment Training and Information Resources in New York State

Several organizations in New York State provide training and information resources related to disabilities, employment and vocational rehabilitation.  These are listed below.

Center for Assistive Technology

The Center for Assistive Technology, housed within the School of Public Health and Health Professions at the University at Buffalo, conducts research, education, and service to increase knowledge about assistive devices for persons with functional impairments of all ages. The Center works in four related areas:

*      Research, development, transfer, and commercialization of advanced technologies and assistive devices;

*      Education programs for professionals, students, and consumers;

*      Client assessment & training services in computer access for education & employment;

*      Dissemination of best practices and information about assistive technology devices and services.  

Center for Rehabilitation and Recovery

The Center for Rehabilitation and Recovery (Center), formerly known as the New York Work Exchange, promotes work and career opportunities for consumers of mental health services by offering assistance to the New York City provider community. This assistance includes:

*      Education of program staff on interventions proven effective in helping individuals secure competitive jobs;

*      Technical assistance to stimulate an organizational culture supportive of vocational services;

*      Directories of programs offering vocational services and other employment-related resources;

*      Seed money to sponsor preferred best practices interventions;

*      Education of employers about the benefits of employing the recovering mentally ill.

The goals of the Center are to increase program capacity to deliver employment services in New York City; provide mental health agencies, providers, consumers and funding agencies with information on employment activities and resources; establish strategic alliances among service providers, consumers, and funding agencies; enhance stakeholders access to knowledge of best practices of employment programs; increase positive employment outcomes of New York City programs; and facilitate agency and program integration of clinical and employment services.

The Center is a project of The Coalition of Behavioral Health Agencies, Inc., the umbrella organization of New York City's mental health agencies.

Coalition of Mainstream Employment Programs (CMEP)

The CMEP is an education and training coalition of almost fifty agencies serving the ‘integrated employment’ needs of agencies in the greater New York City area.  Launched in 1986, the CMEP is a forum in which member agencies come together to solve common problems and promote the growth of community-based employment programs.  While the main focus of the group has been on supported employment, the CMEP advocates for all types of integrated options, including competitive placement with or without supports and transitional placements.

Cornucopia of Disability Information - CODI

CODI serves as a community resource for consumers and professionals by providing disability information in a wide variety of areas. It consists of both an Internet Directory of Disability Information and a repository of electronic disability documents, dating back to the early 1990s.  The information addresses local (Buffalo & Western New York), state, national and international audiences.

CODI receives support from the Western New York Regional TRAID Center at the Center for Assistive Technology, University at Buffalo. TRAID is funded by the NYS Office of Advocate for Persons with Disabilities, the National Institute for Disability and Rehabilitation Research, US Department of Education, and the NYS Department of Health, Early Intervention Program.   

Cornell University Employment and Disability Institute (EDI)

The Cornell University Employment and Disability Institute- EDI (formerly the Program on Employment and Disability) is housed within the School of Industrial and Labor Relations.  It conducts research and provides continuing education and technical assistance on many aspects of disability in the workplace. Cornell University has an extensive program on employment and disability.

Empire State APSE

Empire State APSE is an official chapter of the International Association of Persons in Supported Employment.  It was formed to improve and expand integrated employment services and outcomes through supported employment (SE) for persons experiencing disabilities.  Empire State APSE: A Network for Integrated Employment, is a statewide training and advocacy organization of people with disabilities, family members, professionals, service providers, advocates, and others who promote integrated and supported employment for all people with disabilities.

InterAgency Council of Mental Retardation and Developmental Disabilities Agencies

The InterAgency Council of Mental Retardation and Developmental Disabilities Agencies (InterAgency Council) is an organization of about 120 non-profit agencies in New York City and the surrounding counties of Rockland, Westchester, Nassau and Suffolk that provide services to individuals with mental retardation and developmental disabilities, and their families.  Together, they serve about 75,000 people each day in residences, special schools, job training programs, clinical and health services, and supports to families. Their Training Institute provides in-service staff training for about 4,000 individuals per year;

New York Association of Psychiatric Rehabilitation Services (NYAPRS)

The New York Association of Psychiatric Rehabilitation Services is a statewide coalition of people who use and/or provide recovery-oriented community based mental health services. NYAPRS is dedicated to improving services and social conditions for people with psychiatric disabilities or diagnoses. 

New York Association of Training and Employment Professionals (NYATEP)

The New York Association of Training and Employment Professionals (NYATEP) is an organization of local workforce investment agencies and system partners in New York State. NYATEP represents the thirty-three Workforce Investment Areas who administer the federal Workforce Investment Act (WIA) programs, as well as other federal, State and local workforce development initiatives across New York State. NYATEP is an affiliate of the New York State Association of Counties (NYSAC).  NYATEP provides training and technical assistance to workforce investment policy makers and practitioners through a range of services including on-site brokered training, e-learning, teleconferences, face-to-face seminars, and conferences designed specifically to meet the needs of the membership.

New York City Employment and Training Coalition (NYCETC)

The New York City Employment and Training Coalition (NYCETC) is an association of workforce development practitioners (community based organizations, community colleges and union affiliated training programs) providing education, training and employment services to unemployed and underemployed New Yorkers. The Coalition provides staff development, research and technical assistance to member organizations and advocates for workforce development policies that expand public investment in our workforce.

Rehabilitation Continuing Educational Program (RRCEP)

The Region II Rehabilitation Continuing Educational Program (RRCEP) is located at the State University of New York/Buffalo.  It has been in existence since 1972 and is funded through the Rehabilitation Services Administration. It delivers human resources development and organizational development services to state Vocational Rehabilitation Agencies, community rehabilitation programs, centers for independent living, client assisted programs, and all constituents throughout Region II of the Rehabilitation Services Administration (New York, New Jersey, Puerto Rico, Virgin Islands). 

Rehabilitation Research and Training Institute (RRTI)

RRTI is a non-profit 501(c)3 organization affiliated with the New York State Rehabilitation Association.  It promotes research, education and training for the rehabilitation field and community providers serving people with differing abilities. RRTI was incorporated in 1991 to support the rapidly changing field of rehabilitation services. The Institute is governed by a Board of Directors that meets quarterly.

RRTI serves as a clearinghouse for education, information and resources for state agencies, community not-for-profit agencies, industries, businesses and policy makers. The Institute meets their needs by providing:

*      Regional classroom seminars;

*      Distance learning seminars;

*      On-site technical assistance;

*      A network of experts in specialized industry topics;

*      Customized training curricula;

*      Regional forums with community and business partners;

*      Annual Executive Management Institute; and

*      Annual Leadership Training Conference

*      Statewide Research Committee

*      Grant-funded projects and training programs

 

In 2006-2007, RRTI has a contract with the NYS Office of Temporary and Disability Assistance (OTDA) to manage the statewide rollour of the Job Readiness and Support Training curriculum for individuals with barriers to employment.  This six week training program will be delivered in up to 10 local districts in New York State.

The Workplace Center,
Columbia University School of Social Work

The Center for Social Policy and Practice in the Workplace (Workplace Center) at Columbia University School of Social Work provides program development, research, training and consultation.  Founded in 1969, the Center has assisted public and private employers on both an international and national level and has completed evaluations of vocational programs for people with disabilities.
